Authority
The U.S. Department of Housing and Urban Development (HUD) is authorized to collect this information pursuant to Federal Information Security Modernization Act of 2014, 44 U.S.C. 3551 et seq.; Paperwork Reduction Act of 1995, 44 U.S.C. 3501 et seq.; 6 U.S.C. 1523(b)(1); 42 U.S.C. 3535(d); Homeland Security Presidential Directive (HSPD) 12: Policy for a Common Identification Standard for Federal Employees and Contractors (Aug. 2015); and OMB Memorandum M–19–17, Enabling Mission Delivery through Improved Identity, Credential, and Access Management (May 21, 2019); Executive Order 14028, Improving the Nation’s Cybersecurity (May 12, 2021); and OMB Memorandum M–22–09, Moving the U.S. Government Toward Zero Trust Cybersecurity Principles (January 26, 2022).
Purpose
HUD collects this information to establish, verify, and manage your digital identity and your authorized access to HUD systems, applications, information, and services. Information may be used to support identity proofing, authentication, multifactor authentication, account creation and management, authorization and access-control decisions, cybersecurity monitoring, fraud and identity-theft prevention, and protection of HUD information systems and resources.
Routine Uses
Information collected through Enterprise Identity, Credential, and Access Management (EICAM) may be used and disclosed in accordance with the routine uses identified in the applicable HUD System of Records Notice (SORN), including uses necessary to administer identity and access management services, protect HUD systems and information, investigate suspected fraud or cybersecurity incidents, and support authorized governmental functions. Information will not be disclosed except as permitted by the Privacy Act and other applicable law.
Disclosure
Providing the requested information is voluntary; however, certain information is required for HUD to verify your identity and establish or maintain your authorized access to HUD systems or services. Failure to provide required information may prevent HUD from verifying your identity, creating, or maintaining your account, authenticating you, or providing access to the HUD application, system, or service you are requesting.
