Section 3 Workers

A Section 3 worker is any person who is a public housing worker or a person who resides in a metropolitan area or non-metropolitan county of the project and whose family income does not exceed HUD low income limits. Note: for Disaster Recovery assistance - a one-person family income limit applies to the individual seeking employment.

Section 3 Businesses

A Section 3 business is a business owned and controlled by low- or very low-income persons; or owned and controlled by public housing residents; or a business that has at least 75% of labor hours using Section 3 workers.

Section 3 Recipients and Employers

A Section 3 Recipient is an entity that receives funding directly from HUD such as a public housing authority, a City or County Department of housing and community development, a state, or other HUD grantee.
